Timeline of the Department

The timeline illustrates the evolution of Sindh’s Culture Department, highlighting its development from a small administrative cell to a significant authority dedicated to cultural, archaeological, and heritage preservation in the province. Through these strategic changes, the department has expanded its responsibilities and resources, enabling it to protect and promote Sindh’s rich cultural legacy effectively.

1976

Establishment of the Culture Cell

Recognizing the rich cultural heritage and historical significance of Sindh, a “Culture Cell” was established within the Education Department. This move aligned with the aspirations of the people of Sindh, who valued their culture, language, history, and heritage deeply. The cell was designed to promote and protect the cultural heritage of Sindh, reflecting the province's commitment to cultural preservation.

1988

Formation of an Administrative Department

The Culture Cell was elevated to the status of an Administrative Department, now named the “Culture, Tourism, Sports, Youth Affairs and Social Welfare Department.” This expansion brought together various cultural and social domains under a single entity. The department aimed to promote cultural heritage, tourism, sports, youth engagement, and social welfare activities, becoming an important hub for cultural and social development initiatives in Sindh.

1994

Enactment of the Sindh Cultural Heritage (Preservation) Act

The Sindh Cultural Heritage (Preservation) Act was passed, providing a legal framework for preserving heritage buildings in the province. Under this Act, a Heritage Cell was established to handle the listing and delisting of cultural heritage sites and ensure regulatory protection for heritage structures. This act enabled the department to enforce legal measures to protect Sindh's architectural heritage effectively.

2009

Bifurcation of the Culture and Tourism Departments

To streamline operations and focus on distinct mandates, the Culture Department was separated from the Tourism Department in 2009. This restructuring allowed each department to specialize in its respective focus areas, with the Culture Department concentrating solely on cultural heritage, language, and history, and the Tourism Department focusing on promoting tourism within Sindh.

2010

Transfer of Archaeological Sites and Monuments

In an effort to decentralize cultural and archaeological management, the Federal Government transferred the management of 126 archaeological sites, monuments, and some museums to the Sindh Government’s Culture Department. This transfer was part of a larger initiative to provide provincial authorities with more control over their cultural and historical assets, thus increasing local capacity for heritage preservation.

2011

Expansion of Departmental Scope Following the 18th Amendment

With the abolition of the "Concurrent List" from the 1973 Constitution via the 18th Amendment, Sindh’s Culture Department was entrusted with additional major archaeological sites, monuments, and museums previously managed by the Federal Government. This legislative change expanded the department’s responsibilities, requiring it to oversee a larger number of heritage sites and cultural landmarks. In response, the department’s name was updated to reflect its expanded scope, making it a key authority in heritage conservation and cultural promotion across Sindh.

2012

Development Schemes for Preservation

In the fiscal year 2011-2012, the Sindh government incorporated several development schemes into the Provincial PSDP (ADP 2011-12) to support the preservation and conservation of the newly transferred archaeological sites. Funding for these projects was allocated by the Provincial Government, with additional support being sought from local and international sources. This investment aimed to address the conservation challenges and preserve Sindh's archaeological heritage to meet both local and international standards.
